The Syan government

The government of Syana is structured uniquely in that there is three "councils" that act as seperate bodies under the authority of the head-of-state. Although all part of the same government, these councils are run individuallly in seperate locations and have differing levels of authority and roles in the governing of Syana.

jaar anas-a

This is a traditionally lifelong position, although resignation is possible. The title is inherited by the eldest child of the previous jaar, however a bia-o’lalaana di-naal-’yloa (election of non-confidence) can be proposed by the Jaar Isala (deputy monarch) and if all members of the Baa Di-Syana vote against the Jaar Anas-a, then the Jaar Isala takes the position and the title is passed down through their lineage from then on. This starts a new "dynasty" of the Syan monarchy.

baa di-syana

The Baa Di-syana (Council of Syana) is the highest section in the government other than the Jaar Anas-a. This unit has 17 members (9 appointed by the Jaar Anas-a and 8 voted for by the public), 16 of which excluding the Jaar Isala are replaced every 20 years. They are in charge of matters of national security, war/military affairs, territory and important legal matters, as well as all major decisions regarding the country as a whole. They have the ability to take any actions they see fit, but every decision made must be finalised and enacted by the Jaar Anas-a.

jaar isala

The Jaar Isala is the deputy monarch of Syana and leader of the Baa Di-syana. This position is appointed by the Jaar Anas-a and is a life-long title (or until the current Jaar Anas-a dies, at this point the new head of state chooses a new Jaar Isala).

o'rysalaa di-jaar

These 8 chancellors make up half of the Baa Di-Syana (excluding the Jaar Isala). They are appointed by the Jaar Anas-a during the baa oda-jaras ("council re-birth" election) that occurs every 20 years. If one of these chancellors dies or resigns, a replacement is chosen to take their place for the rest of the 20 year cycle.

o'rysalaa di-o'akaado

These 8 chancellors make up the other half of the Baa Di-Syana (excluding the Jaar Isala). They are voted for by the people during the baa oda-jaras every 20 years. If one dies or resigns then the people of Syana vote for a replacement to take their place for the rest of the 20 year cycle.

baa di-jamasaa

This council is made up of 36 members (30 of which are voted for by the people). They are in charge of laws/law-making and all matters not handled by the Baa Di-syana.

gon o'janaa

This inherited title makes up the 6 highest ranking members of the Baa Di-jamasaa. Each janaa (lord) comes from one of the six historic noble families who helped liberate Syana. These positions are lifelong and can extend past the death/resignation of the Jaar Anas-a. The lords are in charge of finalising any laws made by the Baa Di-jamasaa and presenting the new law to the Jaar Anas-a for approval. They represent the 5 islands of Syana as well as the capital city, and act as ceremonial leaders of each region.

o'dia di-o'akaado

These 30 council members are voted for by the public and hold their position for 10 years. They are in charge of making new laws / re-evaluating old laws and managing affairs such as public transport, electricity, education, healthcare and policing.

baa di-o'galo

This is the lowest section of the Syan government in terms of political power and is largely a way for the people's voice to be presented to the government. It is made up of 40 members (4 of which are appointed by the Jaar Anas-a, the remaining 36 voted in by the people).

o'galo

O'galo (factions) are groups that represent an aspect of society. The four factions are: galo di-o'gona (worker's faction), aasa galo ("new" faction), galo di-'sa (economic faction), galo di-ryodaa (religious faction). Each faction has 9 representatives (one for each administrative region of Syana) voted for by the people of that region, and a leader appointed by the Jaar Anas-a.

galo di-o'gona

This faction represents the interests of industry and any citizen under employment. They are commonly known for handling worker's rights and work-place safety laws.

aasa galo

Despite its name this faction has existed since 1910, representing the basic needs and welfare of all citizens of Syana. They are commonly known for handling civil rights, freedom of speech and public infrastructure projects.

galo di-'sa

This faction represents Syana's banks and businesses. They are commonly known for handling taxes and benefits.

galo di-ryodaa

This faction represents Syanna's various religious communities, however their primary focus is the nation's most common religion of Raa-dyanism. They are commonly known for handling religious rights and funding the construction/maintenance of religious sites and temples.

o'jaar di-galo

This position is appointed by the Jaar Anas-a and is filled until the person wishes to resign, or is voted out of the faction by its members. They lead one of the four factions and listen to appeals from members of their faction. Topics that they see as important are then turned into a Donaa Di-Loa (people's issue) and presented to the members of the Baa Di-Jamasaa for review. If approved this issue will then be turned into a law and continue down the legislative process. O'jaar Di-o'galo also have the power to veto a potential law presented to them during the 'questioning of factions' stage in the legislative process.

o'gona di-galo

Each faction has 9 members, one for each region of Syana, who are voted for by the people of that region. The people vote for one member of each faction to represent their region in the Baa Di-o'galo. These faction members serve for 10 years until another vote is held. Their role is to listen to the concerns/opinions of the people and present them to their Jaar Di-Galo. O'gona Di-galo also debate potential laws during the 'questioning of factions' and argue their opinions on the law to their Jaar Di-galo
